Upstate New York is relative to where you from and what you do or don't want to call yourself.
If you're from the boroughs, Westchester County is upstate. Live in Westchester? Then you're upstate if you live over the Tappan Zee Bridge.
Once over the bridge, upstate means the Catskills or out west towards Binghamton. Still not sure if you're upstate? Those areas consider themselves "country" but upstate means either Utica or the Adirondack Mountains, or Buffalo.
